I would take this as implying that main *must* conform. I would like to see
them go from "can be declared" to "shall be declared".
Already, though, it is clear than any main other than those provided makes
undefined behavior.
If it were a constraint violation, it would not have been undefined
behaviour. In any case, 5.1.2.2.1 is not a constraint because it does
not appear in the constraint section. I would say that the use of
constraint in 5.1.2.2.1 is in its non-technical sense rather than the
one that 3.16 is referring to.
